Description

When searching on a satellite cluster in a login federation, this message pops up:

The 'start from your home Workbench' link points to the login cluster.

TODO:

a) this message should not appear in login cluster configuration
b) check that searching works correctly in all 3 configurations (standalone, peer federation, login federation)

For the LoginCluster case, I think this is a side effect of #16927.

I believe the message appears if there are clusters that are know to you but you can't access them, it assumes that is because you have a salted token that can't be used with other clusters. But in this case there was a different bug preventing it from accessing the other cluster.

It already does the right thing, it just had bad information.
