[Crunch] Pipeline template has a "parameters" section whose values can be referenced by script_parameters and runtime_constraints of individual components

This would also be a good opportunity to add the feature to indicate which pipeline component should be considered the output of the pipeline as a whole. This would be useful for workbench to be able to show the pipeline output prominently, and probably necessary if we decide to implement pipelines that call other pipelines (Story #3093).
