Customer wants ability for filter groups to list contents across all members of federation
Design sketch:
- Support for federated group 'contents' request in controller, fans out queries, collects and collates results
- All item types returned in a filter group query can be fetched through controller as federated requests
- keep-web, arv-mount, workbench 2, etc able to browse federated filter groups
- Workbench 2 able to browse filter groups and their contents without loading a new workbench instance on the remote cluster
