Workbench assumes its home cluster ID is the first 5 chars of the current user's UUID. This is not true when the user is authenticated with a token from a remote cluster.

Using the /search page with a federated token might not work very well with #11454 anyway, so the best solution may be to redirect the /search page to the current user's home cluster.

This would also address the problem of navigating home site → multisite search results → remote workbench collection page → multisite search button, which currently lands on the remote site's multisite search page, which looks similar to the first multisite search page but searches a different set of clusters/accounts.
