[Workbench2] Automatically add local cluster to the remoteCluster config

Description

Workbench 2 expects cluster-config RemoteClusters to include the local cluster. Instead, you can automatically populate its internal config structure using Controller.ExternalURL; or, you can change where the assumption is made in the code (see auth-service, login-panel, link-accout-panel, auth-action, or search for "remoteHosts").

Also, double check that the configuration section in https://dev.arvados.org/projects/arvados/wiki/Setting_up_an_arvbox_dev_federation is still accurate.
