Bug #16392: [keep] trailing slash in InternalURLs entry for keepstore causes problems with keepproxy

Description

Cluster config URLs are now able to be defined with or without a trailing slash, and WB2 code assumes that trailing slahes aren't there. Making requests with double-slashes produces issues like CORS errors.
