Copying collections inside WB2 is broken

Description

The "Make a copy" functionality in WB2 2.3.2 is broken.

The issue seems to be that a collection is created with empty manifest_text but a non_empty collection PDH. Maybe this is an unintended side effect of https://dev.arvados.org/issues/18484
