Description
Steps to reproduce: submit a container request with "service": true and no setting for use_existing.
Expected result: My container request is recorded and the returned record has "use_existing": false.
Actual result: My container request is refused with an error that I cannot have "service": true and "use_existing": true. It's getting the latter just because that's the generic default.
