Support multiselect context menus

Description

Steps to reproduce:

  1. In a project listing or similar, select multiple items.
  2. Right-click one of the selected items.

Expected behavior: I get a context menu offering all the actions I can perform on all of the selected items, mirroring what's available in the action bar.

Actual behavior: My selection is narrowed to the item I clicked in step 2 and I get a context menu appropriate to that item.

The expected behavior better matches the behavior of other software. It also avoids surprising the user by losing their selection. We should implement it.
