Description

Expand the arvados/jobs image to install all Python tools plus arvados-client plus the arvados-cli gem.

This continues to serve the role of arvados/jobs but is also useful as a standalone client shell. In the future we can build UI automation around this to potentially replace shell nodes.

As a stretch goal, add tooling the container that makes it easy to configure credentials.
