When a waitlisted user revisits the eligibility questionnaire and removes their obstacle for eligibility, they are not automatically removed from the waitlist.

Description
They can then proceed through the whole process until the last page (Enrollment application results) where they get stuck because they are still on the waitlist.
Fix: auto-remove waitlist record when user passes eligibility questionnaire.
