[Workbench] File upload should start immediately, not wait for user to press "Start"

Description

To streamline uploading UX (one less mouse click) and reduce confusion (user are not left wondering why the upload has not started yet), the Workbench file uploader should start uploading immediately after the user selects files to upload and not wait for the user to press "Start".
