Download source links for new style locator strings not working

Description

Downloads are failing when trying to download the 'source' data for 'new' style locator strings. In the /home/trait/upload/ directory, the symlinks to for the 'input.locator' changed from being just a portable data hash to being a portable data hash with the full path name and file appended to the end. Logic in the 'genome_download.php' was not set up to handle this and failed.
