In order to access this popup, aren't we already logged in? Is there another way of reaching this popup that I don't know of?

Bryan: the getting started popup menu item is also included in the Help menu and is available even when the user is not logged in. So, this is not a bug. Please reject this bug if you agree. Thanks.
