[CWL] CWL runner creates, updates pipeline instance object with jobs

Description

We want to be able to see the activity of a CWL job on workbench. The arvados CWL runner should create a pipeline instance object and add job objects for each CWL jobs.

This is now implemented, so marking as resolved. However it will soon be obsoleted by the workbench "work unit" UI and the "components" field of the runner job.
