We originally thought about doing this in #8017, but our current thinking is that we'd prefer to have Docker containers run in existing cgroups (set up by SLURM) rather than giving Docker all the constraints and having it set up the cgroup itself. So this is split off. It's not high priority right now, and depending on how people like SLURM's cgroups support, we might not do it at all.
