[Workbench] Uncommitted container request should not have a progress bar or say "Active for ..."

Description

A container request that is in "Uncommitted" state has not yet been submitted to run, so when it is rendered on the dashboard, it should not have have progress bar or say "Active for..." because this implies that it is running.
