[Workbench] Ensure that running processes are visible on the dashboard

Description

The left column of the dashboard used to have two panels, one for "running" processes and one for "recently completed" process. However, as part of the "work unit" changes, this was turned into a single "recent pipelines and processes" panel. Unfortunately, a long running (but not yet completed) process can get pushed off the bottom if other smaller processes complete in the mean time. I consider this a regression. It should prioritize for display tasks which are still running.
