[Workbench] The sort order of items on /pipeline_instances and /container_requests page is incorrect

Description

The pipeline instance rows are sorted in each page. However, between pages, we can see the items are out of order. Please see attached image (from qr1hi). Here the fourth item shown (the one after Sehrish Kanwal's) is the start of a second page and is out of order with respect to the first page.

Is the API server using sort by created_at timestamp?
