[arvbox] change how it gets PGP keys

Description

The build fails because of inability to contact PGP keyservers to get the signing keys to be able to verify Docker's debian packages.

Fetch the key a different way (such as https://download.docker.com/linux/debian/gpg) and/or check in the key to git and use it in the Dockerfile eg a78dce7bd57c1a6822e1949be4a5f13cf2447909
