The error was: ActiveRecord::StatementInvalid: PG::UndefinedColumn: ERROR: column "increment_by"

Three possible solutions:

1. Update rails to 5.0.x
2. Update and use the following monkey patch for our version of rails https://github.com/rails/rails/issues/28780#issuecomment-354868174
3. Continue using postgres 9.6
