Description
Will be used by the ephemeral playground instance to fetch data via Arvados federation, so it should be in the same region (maybe even the same VPC?)

The new cluster ('jutro.arvadosapi.com') was created in the same VPC as discussed, to reduce networking costs in AWS.
The terraform code was refactored to allocate more than a single cluster in a VPC (commit 3505910@terraform, branch 16572-new-apg-data-cluster-jutro) and salt code added (commits 063f47f..ebba7a4@saltstack)
It is up and running, as far as we tested it with Lucas.
