A new, freshly seeded database seems to be missing the can_read link from anonymous_user to anonymous_group.

Actually what happened is that I deleted the anonymous user by accident, which had the side effect of deleting the permission link. So this is actually a side effect of the bug reported in #16726 .
- Related to Bug #16726: other cluster's special users (root and anonymous) can appear in user list added
- Assigned To set to Peter Amstutz
