- Filled in with same logic as "modified_by_user_uuid"
- read only field on the arvados object
- migration uses the logs table if possible, fills in "system user" if not
- requires updating API version
- requires updating Controller structs
- need to consider how this works with past version snapshots made by collection versioning
- should follow whatever logic we decided on with "created_at"
