(this is based on 18700-boot-wb2, see #18700)
With this, `arvados-server boot` supports a config.yml file that has multiple clusters: bring up all clusters, then print controller URLs on stdout.
With this, we should be able to update wb2's bash script:
- add more clusters to arvados_config.yml
- when reading controller url from arvados-server boot's stdout, instead of just a single "read url", do "read url id hostport" until url is "." (EOF), to get the host:port for each configured cluster id
