is refresh button needed to be so big and one of the first elements people see?

How often do customers need to refresh a page. In my simplistic view - if we need a refresh button that often, something is wrong with our design. Perhaps (1) we could revisit how often people need to refresh and (2) make the refresh button less in your face, prettier and in a more appropriate place.
