Description

Certain tools such as arvados-cwl-runner and arv-copy have a --project-uuid option to chose the project where objects will be created.

It would be handy to have an environment variable "ARVADOS_PROJECT_UUID" which provides a default location for things to be created across a shell session, so that "--project-uuid" doesn't have to be included on every command.
