Collection Content Address panel doesn't look like other listings

Description
The toolbar in the collection content address panel appears on the right, instead of on the left where it appears everywhere else. There is also some annoying toolbar pop-in on smaller screen sizes. Some discussion should be had as to what the end result should look like, but it looks like we've ignored this panel in our other UI updates and it needs to be fixed.
- Breadcrumbs should list "Search results" and probably not go anywhere
- Should have title box with text "Collections with portable data hash CHECKSUM"
- There are lots of behavioral problems with multiselect:
- It offers to let you Copy multiple collections but this only actually copies one
- After you trash one collection you get navigated to its project
- After you trash multiple collections the listing does not refresh

I would like this to look more like, e.g., the project data listing: there's a title box at the top that says "Collections with portable data hash CHECKSUM" and then below that a collection listing with standard UI behavior.
