Ability to set the Files tab as default in Collections view
Description
The ability to set the "Data" tab as default for projects is very useful in 3.2.0.
It would be at least as useful to be able to do this also for Collections. The Overview Tab is not as useful and most users will immediately want to switch to the Files tab. The ability to copy the uuid is available via the quick actions bar or the right-side info panel.
In addition it would be great to be able to configure the default via the Arvados Workbench configuration with the possibility for the users to change it in the preferences.

Hi @Brett Smith,
We are getting quite some feedback on the new UX of the workbench. The consensus is that people don't like this or struggle to understand the new tabs in collections and projects. Therefore I would like to raise the priority for this.
From our perspective switching to the data tab or files tab by default makes most sense as ~95% of our users are using Arvados to access data. It would be good to check how other users of Arvados see this and if this should be the default for all or of configuring this per instance makes sense.
