[Workbench] resolve race condition in displaying logs from newly-completed jobs

Description
Race condition:
- job is reported finished before job log is available
- user goes to job page and it reports no log available
- user has to wait a few moments and reload the page to get the job log.
- Target version set to 2014-08-06 Sprint
