[Workbench] Combine pipeline Inputs and Components tabs. Show the primary (documented) inputs at the top.

Description
The pipeline instance page has a tab "Inputs" which shows a list of inputs without many explanations. The Components page appears to show a similar set of inputs but more easily organized. Do we need both?

The Inputs tab is intended to be the simplest overview of, "Here is what you must specify to run this pipeline." The Components tab details the jobs that the pipeline will run, and all the inputs they accept, both required and optional. Some consolidation between them may make sense, but I think it's also worthwhile to make sure that Workbench helps the user get the pipeline running as quickly as possible. I wonder if it would be sufficient to improve the organization and presentation on the Inputs tab.
