Go to any project -> click Add data. Scroll down in the collections pane in the left. You will see a spinner in the collections pane and another in the popup header. This looks bad.

This is a side effect of fix for #3106. It is desirable that the spinner in the popup header (added in #3106) is displayed only when there is no other spinner visible in the page / popup.
