[Workbench] Pipeline and job pages should use a static set of action buttons instead, with some disabled, rather than changing the action button from "start" to "stop" to "resume".

Description

When running a pipeline that succeeds and completes on the workbench, the button next to "Clone and edit" says "Stop". I feel like this should change to something that the user will figure out that the pipeline succeeded. The idea of pressing stop makes me think that the pipeline is still running but it says the Current state is complete.

Perhaps a change could be "Next" where the user can go on to the next step of looking at their data or something.

Only the tab pane content gets reloaded, and the button is outside the tab pane. So this is a bug.
