[Crunch] arv-run-pipeline-instance --template should support a --project-uuid argument to set the owner_uuid of a newly created instance.

The code doesn't verify that the user is using template, but that same problem exists for a number of other switches like --description and --no-reuse. Suggest handling that separately if desired.
Reviewer, if the branch looks good to you, feel free to rebase/merge/push it yourself since I'll be scarce for a few days.
Presumably this is on the sprint because somebody wants it. Tested and it looks good to me. I'll go ahead and merge it.
