[SDKs] Ensure consistent logging of retried operations in PySDK and Crunch

Description
- When the SDK retries any operation, it should be logged at level [Tom to specify].
- When Crunch retries any operation, that should be noted in the Job log.
- TBD: What information must be included in the log? API request URL, parameters, number of failures, time of next try? (All these logging systems already include the current time.)
