Background:
run_test_servers.py --keep-enforce-permissions enables Keep permission signatures, but (for example) keepproxy integration tests don't use this, so they aren't representative of normal usage.
Improvements:
- Enable permission signatures in at least one (perhaps all) keepproxy tests.
- Enable permission signatures in at least one keepstore "process pull list" test.
