Node manager should always have one node idle

Description
Of course this could be a money thing, but it would be nice if there was an idle node at all times, even if something is running. i.e. there are currently 2 jobs running so 2 busy nodes, but there are 0 idle nodes. If we could always keep the idle nodes at atleast 1, people will not have to wait the extra 5 or so minutes to spin up a node.
