[Workbench] Allow runtime constraints from pipeline template to be chosen in Pipeline Instance

Description
Currently, to preserve provenance and have a pipeline template that can be run on 1, 10, or some other number of nodes, I need to copy the content of each pipeline template and change one line each. The ability to customize the number of nodes when picking the inputs (which often dictate how many nodes one will want) would be amazing!
