[SDKs] Keep clients respect the maximum replication level advertised for each Keep service

Description
After sending a write request, send a request to the next Keep service in line if and only if the last service to receive the request cannot help the block reach its desired replication level, based on the maximum achievable replication level advertised for the service in the API record.
This is a skeleton ticket. Feel free to create specific tickets for specific SDKs based on demand.
