Ensure that tests exist for arv keep put to set collection replication level correctly, and replicate individual blocks correctly, in the following circumstances:
- API server's default replication level is 1 (lower than the "default default" 2)
- API server's default replication level is 3 (higher than 2)
- API server's default replication level is 1, and the user calls
arv keep put --replication=3(manually set higher than the API server's default) - API server's default replication level is 3, and the user calls
arv keep put --replication=1(manually set lower than the API server's default)
If any of these tests fail, make them pass.

#7959 reports that arv-put fails when the default replication level is 1, so there probably is at least one bug to fix here.
