The command used:
arv pipeline run --template=wx7k5-p5p6p-la7n4yf0goyrilu --no-reuse --project-uuid wx7k5-j7d0g-1l2kv4qsltpi8rx --submit

I think it was re-used because "-jobNative no-reuse" wasn't specified in the pipeline template. I think --no-reuse in a-r-p-i should also propagate to the re-used jobs that GATK Queue has created.
