closedIf a user does not have permission to a docker_image or git repository in a pipeline template, the user should be notified when trying to run the pipeline

Otherwise, they'll run the pipeline, it come up like this:

(I think the jobs should also say failed instead of not ready, but I think that could be addressed later?)
I'd rather have the red flags like how the collections were handled if they do not have permissions to those.
