[Workbench] From project collections 'Select all' then copy to another project only copies first 200
Description
When attempting to copy 651 collections in a project, I hit the 'Select all' button, then chose the 'Copy selected' from the 'Selection' drop down to copy the selected collections to another project. Looking in the destination project I found that only 200 of the collections had been copied over.
For reference the (publicly accessible) project that I was trying to copy the 651 collections in is:

When first hitting the 'Select all' button from the source project, I had not scrolled down at all.

- Make it clear that "select all" only selects items that are displayed now -- not really "all"
- Provide a way to select all (matching) items, even the ones that aren't displayed
In GMail, "select all" only selects visible items, but it also provides a clue ("all NNN items on this page are selected") and a link to "select all NNN items" in case that's what you want. GMail doesn't have infinite scroll, though. With infinite scroll, if you scroll down to see how many items are being selected, that will cause more items to get loaded...
