Description

The crunch v2 install documentation suggests using runit for arvados-docker-cleaner but systemd for crunch-dispatch-slurm. This is awkward. We should have a systemd unit for arvados-docker-cleaner.

We have the same issue here we had with crunch-dispatch-slurm: right now the primary way to configure aravdos-docker-cleaner is via command line switches. This makes it difficult to ship a useful service definition, because configuring the program means changing the core of the definition.

With crunch-dispatch-slurm we did #9581 then #9706. Similarly here I'd suggest we do #9759, then this.
