[Workbench] Hard to find user agreement after it has been signed

Description
After logging in the user agreement should be available in a straightforward way. Add an item to one of the dropdown menus at the top right.
There's a plan to consolidate these menus based on feedback from our UX/UI person. Tom can tell you more about that.
The user agreement is just a collection stored in Keep. Users can actually see it if they go to their 'Links' page and look for the entry with link class 'Signature'. But of course that's not user friendly.

Possible points where I got it wrong:
- In doc instructions, should adding the can_read permission be for the anonymous group?
- In doc instructions, should the Project for the user_agreement be called 'User Documents' or...?
- Status changed from Resolved to Feedback
(I did not mean for this to be marked as resolved quite yet... Obviously it has to be reviewed first. I am not sure what the correct way to fix this changed status is, either, because of the workflow configuration. I'm guessing "feedback", but I really don't know. Sorry for this. Sigh.)
