Implement some of the ideas from #8645 in arvados-cwl-runner:
- Create new project (because "pipeline" group type doesn't exist yet)
- Copy input data collections into project
- Copy docker image into project
- Jobs records will be owned by the project
- Log collections will be owned by the project
- Output collections will be owned the project
